The sun is setting towards the west so the light sensor on the dash that controls the auto headlight function doesn't see the sun directly thinks it's dark outside and turns the headlights on. When this happens the instrument panel lights go dim because you have set the dim control the previous night to a lower level that is not bright and distracting to your night time driving. When this happens you have to physically take your eyes off the road to adjust the dim control switch so the instrument panel light is bright enough during the daylight hour to see and read the instrument panel.
